FIFA made the new ruling on goal kicks where the ball dose not have to leave the 18 yard box but has to be touched by a defending player in the box before an attacking player can enter the box to challenge for it. Or if the ball leaves the box it is in open play.
On the weekend a ref pulled up play when a defender played the ball in the box, when asked why he said "Hills had not sanctioned the rule yet". When asked again after the game he said "that Hills didn't say not to use the new rule" but Hills had said nothing about the new rule so he presumed it was not to be used.
So can the new rule be used or not,

The Rules don't come in until June 1 2019, so should not be used in the Hills competition this year, these changes also include no attacking players in a wall, substituting players to leave the field from the nearest spot.

That’s correct. The new laws come out early for the next season of the EPL, La Liga, Bundesliga etc. The rules are for 19/20 season. At the moment its 18/19.

Baulkokid - please keep in mind that when FIFA make changes to the laws of the game (or interpretation changes), that these are usually done after the northern hemisphere competitions have either concluded or close to conclusion. That being said, any changes that are made are for the following season. These changes that were recently announced, have come out after our season/competition has started so therefore we cannot adopt any changes until the following season. This means that any changes recently announced are not being changed or enforced until season 2020.

The rule change came out in February or March & the rule was used in some international games before our comp started, that's how I found out about it, by seeing these games. I looked up the new rules to check but didn't see that they wouldn't come into effect till 1st June.
