I have seen a lot on a football field in my time but what I saw tonight was laughable.
here is what happened. its 3-2 to Kellyville in extra time and castle hill are awarded a penalty and as a corner was about to be taken when one of the Kellyville players took out a castle hill player and the referee pointed to the spot straight away and a player was sent off. castle hill were all set to take the penalty when all of a sudden the linesman from 50 metres away puts his flag up and the referee goes over to talk to him, then after about 3 minutes of talking to him waves away the penalty because he was told to
this is what happened. 2 HFA directors were watching the game and pressured the 15 year old lineman to put his flag up as they told him and I quote ( it cant be a penalty as the ball was not in play ) 1. the ref had already given the penalty 2. what gives these 2 directors the right to intervene in a game that they have no control over and 3. the response after the game was along the lines off well you just enjoy your beers boys.
The bias shown by these so called directors was deplorable and their attitude after the game even worse and to put that on a 15 year old linesman is pathetic to say the least and some people in the HFA need to take a long hard look and their agenda driven motives.
End of rant..

If the ball is out of play at the time an offence occurs it cannot be a penalty.

I am not a fan of them getting involved but the laws of the game are quite clear, it is not a foul unless the ball is in play so like it or not they are actually correct.

Directors are ultimately responsible for ensuring the Comp is run correctly. If the pen had been taken then Kellyville could have appealed after the game for a replay (bylaws state that serious technical error by ref allows review). So from what you describe sounds like common sense prevailed. No bias.

End of rant.. Just for clarity, I was at the game on Friday night and witnessed this happen, the two "Directors" you speak of were not directors, one was part of the referee team on the night working as the 4th Official! The decision was right and I for one would rather see these guys get involved to get the correct decision then run the risk of an appeal down the track! You cannot award a Free Kick or Penalty when the ball is not in play!

I was also there on Friday night and there were 2 directors at the ground, however when this event occurred, it was during extra time and the 2 directors were actually involved in the O35 ladies presentation...
I also have to say that if the ball is out of play, a penalty cannot be awarded...
Also, if a decision is made, (Eg. Free kick or penalty, etc.) this decision can be overturned by the referee prior to any restart of play taking place...
